An interparty congress of the electoral block "Vlada Narody", consisting of the All-Ukrainian Party of Spirituality and Patriotism, headed by Anatoly Shevchenko, the Party of Protection of Pensioners, headed by Alexandr Ostapenko, and the All-Ukrainian Chernobyl People's Party "For Kindness and Social Protection of Poeple', took place in Kiev on December 24, 2005. An outstanding social worker Alexandr Vashchenko ( the leader of the All-Ukrainian People's Congress) was elected the leader of the political block. He pointed out that the purpose of creation the block was a search to answer the burning issues of the Ukrainian political life. According to analysts, the "Vlada Narodu" is able to get a considerable percentage of votes during the elections, which has been confirmed by a social research.

The principal goal of the congress was to approve the list of candidates of people's deputies for the Verkhovna (Supreme) Rada of Ukraine.

More than 300 deputies discussed the pre-electoral program of the block. It is written in the program, in particular, "The block " Vlada Narodu" has both the streng and the will to fight aganst the old oligarchs who have turned a flourishing country into a provice of Latin America... The block "Vlada Narodu" is a chance for everyone to influence immediately upon the power in the cause of the better future of Ukraine. It is a chance for everyone to realize his potential with the help of the main thesis of the electoral program of the block:

- all the power - for people;

- prosperity of everyone is the premise of stability;

- realization of social guarantees;

- national manufacturer is the basis of the national economy;

- countryside should be supported by the state;

- professional and combat able armed forces;

- spirituality and patriotism;

- foreign policy - under people's control".

The delegates of the congress adopted unanimously the list of candidates of people's deputies and the pre-electoral program of the block.
